Volunteers in Public Schools 

Volunteers in Public Schools (VIPS) is an initiative whose mission will be to engage the community in public schools. Great school systems involve all parts of the community in education. 

At town-hall meetings held in 2000 led by Chancellor Rhee and State Superintendent Deborah Gist, the public was articulate about the need for the community to be involved in schools and specific about their expectations. In its day-to-day operation, VIPS will be managed by Serve DC in the Executive Office of the Mayor and will work under the auspices of the Office of the State Superintendent of Education. 

The District of Columbia has an extensive array of national organizations, community-based organizations, universities, out-of-school time services providers, college access providers, faith-based organizations and businesses, many of whom are already engaged in partnerships with the schools. The city also possesses a strong volunteer ethic, and many individuals already volunteer in the schools directly or through a partner organization. Participation and partnerships vary widely from school to school – with some schools enjoying extensive support while others do not.

VIPS will work directly with Principals and volunteer coordinators at each school to determine what kinds of support are needed. The office will manage volunteer orientation, background checks and performance measures. 

It is the objective of VIPS to not only avoid the duplication of services and responsibilities of government and non governmental organizations –duplication that hinders volunteer involvement-but rather to establish a means of clear communication between agencies brought about by streamlined management. VIPS will make it easier for people to connect to schools.
